No, you cannot chop down an evil tree on Runescape, the reason being is because evil trees are a random event which was put in place by Jagex to avoid people from using bots, since it will break the users axe for continuing to chop at the tree, leaving the player using the bot useless, and its fairly simple to aviod this random event if you are actually playing.
