The Happy Mask Salesman is a fictional character in the video game "The Legend of Zelda,Majora's Mask" He sales masks at his happy mask shop.
Its just an Easter Egg Nintendo put in there for fun...

Well, there are many different theories, but my favourite is that surrounding the Stone Tower Temple. The Ikanians found the mask and placed it into the desert at the base of the temple, and used Twinmold to guard it because of its great evil. The Happy Mask Salesman then heard of the mask, and took it. After this, Skull Kid stole the mask from the Happy Mask Salesman.
You have to get the Majora's Mask from the skull kid and give the mask to the salesman.
You can get Majora's Mask on Gamecube if you were a subscriber to Nintendo Powermand then which they would send you a Nintendo Gamecube bundled with The Legend of Zelda Collectors Edition which had Majora's Mask in it. However, this ofer expired in early 2004. You may be able to find it on ebay though.
