when you dive off waterfall in the zora place go behind you and dive there is a hole that you swim through you will end up in lake hyrule. swim forward a bit and there is a bottle with something in it. go back through hole and go stand on ledge in front of king show him bottle there is a message in it and he will move(in like ten minutes lol)
you melt king zora with blue fire of a fire arrow or you can buy them at the zora shop for 300 rupees
The Zora King will give it to you went you unfreeze him with the blue fire
