Wheat can be found in NPC villages, as well as the loot chests in abandoned mines, etc.
Hitting 'tall' patches of grass can yield seeds, which will grow into wheat when planted on farmland.
You grow wheat by planting seeds that you get by cutting tall grass (or randomly plowing with hoe on pocket edition) in dirt that you plowed with hoe. If you plant wheat next to water it will grow faster and if next to ice slower (it seems like).
You can find wheat in dungeons auto generated village or simply breaking "tall grass" that grows on green dirt block (grass dirt block)
to grow a tall grass, obtain bone from skeleton make it into bone meal right click on any green dirt block. A moderate area filled with grass and flowers will be spawn right below your feet. =)

In the current version, you get them from destroying long grass but in previous versions you got them by using a hoe on normal grass on dirt.
