It means you are carrying to much stuff, look on your pip boy about how much weight you are carrying ( top of the screen in pip boy menu)
From all my experience playing TES IV: Oblivion on the PC, which generally has the most content and would contain this feature if it existed, I'm inclined to say no, you cannot make other characters carry your items. You might be able to put your items on others via pickpocketing but I never really tried that so you'd have to check for yourself. Personally if I was overencumbered I would store my excess items in the nearest container so that I could sell what I needed in the towns, store what I wanted at my nearest residence and return for the rest later. Either that or I would use the cheatcode for godmode, tmg.
