Victor Reznov, he is a character in Call of Duty World at War and Call of Duty Black Ops. He is usually the one that tells you what is going on in that mission, and leads you throughout the mission.
No, Viktor Reznov is not alive in "Call of Duty: Black Ops II." He is a character from "Call of Duty: World at War," which is set during World War II, while "Black Ops II" takes place in the 1980s and 2025. Reznov dies in "World at War," and his legacy is referenced in later games, but he does not appear alive in "Black Ops II."
