The Dragon Priest Shrine, also known as Bromjunaar Sanctuary can't be reached by foot. For it, you'll need to find Wooden Mask, which can be found in the Labyrintiath, on the skeleton. Then you'll wear it, you'll be teleported to the sanctuary!

Well I do not know how but you could try complete all the divine quests because i have completed all Daedric Lord and the dragon priest quests even the stormcloack ones and yet nothing.

There's no real answer, they're all very powerful, and it all depends on the player build. Rahgot has a lot of fire magic, someone who can resist that might find him easy. However that same player might struggle against a priest who summons atronachs during the battle, such as Otar. Some have Shouts too.
