In the Rogueport Sewers there is a weird, jester-like guy named Dazzle. To find him enter the pipe in front of Prof. Frankly's house. Turn left into the next "room" and you'll you'll see him right away. He'll trade badges for your Star pieces (e.g. 15 Star Pieces for Power Plus, 8 Star Pieces for Quick Change, etc.). If you find every Star Piece you can get every badge from him.
