The easiest option is to go into the folder where World of Wacraft is located and rename the Interface and WTF folders to something else (like WTF_1). When you restart the game, it will automatically create new folders and reset to basic installed settings.
If that does not work, run the WoW Repair utility. This will check all files and download/replace corrupted ones.
