I would say your best bet is to go to www.pcpartpicker.com and make your own pc to your specifications. Mine has a AMD-FX 6300 3.5GHz, Gigebyte 650 ti boost. I made it myself and it runs games GREAT!!

There are some emulators which allow people to play PS2 games on their PCs, but even with that it takes a very fast computer to run PS2 games at a decent speed.

System 76 has some nice computers. They don't run Windows, but they run a free, but still awesome operating system. (Ubuntu). This makes them cheaper. If you're looking for strictly Windows computers, Toshiba makes some decent cheap laptops, while Compaq makes decent cheap desktops.
PC games are games that can only be run on a PC. (Personal Computer) These games cannot be run on a Mac, likewise, Mac games cannot be run on a PC.
Normally you can't get a "cheap" computer that will run graphics intensive games like "Shogun: Total War 2" on full resolution, but you can get a (relatively) inexpensive computer from a site called CyberpowerPC.com. You can build your computer from the ground up, and choose processor power, graphics card, and pretty much anything you like. A good, powerful computer can run anywhere from $300 and up. Most of the computers that you can build should be able to handle Shogun with no trouble at all.
