first you need to catch a noctowl (i cant remember where i got mine i think it was by the lake in snowpoint city). then get these five items for the visual competition. glitter powder, black beard, narrow scale, fluff (it doesnt matter what color), and a shed claw(to get a shed claw type in the question on this website 'in Pokemon pearl version how do you get new stuff for the fasion competition'. now put the glitter powder in about the middle of his body, put the shed claw in the middle of his head as if it were a horn, put the narrow scale on his right horn thing where his ears would be as an earing, put the fluff on the tip of his other horn and put the beard on as a beard. this works for almost every theme except 'the flexible' and 'the natural' but it works for just about everything else though
