I would suggest an alloy, due to having to be cheap, malleable and strong, I would suggest aluminium (or similar) and steel, giving you cheap, strong, and importantly, little weight. I wouldn't suggest doing this, personally, but you only asked for a strong and cheap metal, and that's what I've given you.
