This puzzle is also known as Wood Cutouts. The location is Manor Parlor and the character is Gordon after solving puzzle number 61. This is a draw line type of puzzle worth 40 Picarats and a mysterious Bottle for Professor Layton's room. i have added a link to puzzle number 5 for more information in the puzzles solution.

Talk to Gordon, you must have solved puzzle number 61. Cut the wood into 4 staple shapes. Each shape is 6 long and one wide, except at the ends they are two wide. Cut 2 shapes like this one of the middle bar of the H shape and the ends will also become the same shape. You will obtain the mysterious bottle after puzzle number 12 if that has yet to be solved.
