This puzzle is also known as The Mayoral Election. You might have just finished puzzle number 30, The Secret Message. Look at the Door of the Town Hall. A candidate has to have at least 20 votes to secure an election. Next try Puzzle number 52, Hat weather.

The actual answer is 14, if you split 37 between the THREE candidates then you get 12 each, add the spare one to someones total plus their own vote equals 14. This puzzles either relies on the knowledge of a majority voting system or they have completely forgotten about the third candidate. As the answer als fpr the fewest amount of votes the correct number is 14. Sorry professor layton you screwed up there.
