The best ranged weapon (bow+crossbow) is without doubt Skorm's Bow, attainable at the Darkwood Chapel of Skorm. I've gotten mine by heading there at midnight and sacrificing a townsperson from Barrow Fields, though some people have had success at other times in the day.
