You should use a golem as electric is weak against ground and also if your looking for one which is in the pearl generation then you should go with gastrodon it is completely uneffected by electric type attacks and can use some ground moves which are the weakness of electric types.

Electric TypesPikachu or Jolteon. They can learn strong Electric attacks like Thunderbolt, Shock Wave, and Thunder. Also, they have high Attack and Speed, extremely useful in KO-ing a foe right away. You need to trade for Jolteon, but Pikachu is rare in Emerald's Safari Zone, in the grass area closest to the entrance.

Other 8 Electrics in the Ruby/Saphire/Emerald series are Plusle, Minun, Electrike, Manectric, Magnemite, Magneton, Voltorb, and Electrode. Gym Leader Watson's strongest is Manectric, so that's something to consider. Electrode can Explode, but Magneton can use Zap Cannon. It's really your choice.

Also their is Ampharos that is an electric type pokemon, which is obtained by leveling up a Mareep. It is weak against ground type moves and resistant to electric, flying, and steel type moves.

Depends on the strategy your using, but best over all stats is Jolteon.

but what about an Ampharos?

I'd say magneton simply because it has the best special attack and its electric attacks a far better than other electric Pokemon. Some say ampharos is better but if you want the most powerful electric Pokemon magneton is far better in terms of its special attack. According to Pokemon db magnetons special attack is 5 greater than amphaors. Plus magneton can learn zap cannon which is pretty powerful.
