It does not really matter which one you buy, they are all the same in function. That said, the Elekk has a tendency to get stuck in low doors, as does the Kodo. Other than these minor issues, one war mount is as good as the other.

The legendary phoenix, dropped by Kael'thas, is considered one of the most beautiful mounts.

Many of the mounts rewarded by completing high-end dungeon and pvp encounters (Gladiator's Frostwyrms, Ironbound Protodrakes, Frostbrood Vanquishers and the like) are an improvement from the normal flying mounts because they are at 310% speed.

One of the best ground mounts is the Traveler's Tundra Mount, available from a vendor in Dalaran. It comes with a vendor and a repair guy, both of which can be ejected to make room to bring along two friends. It is great for running lower level friends around.

At level 20, there is no best mount. You only have access to the basic mount that your race has access to (ie orcs=wolfs, humans=horses). At level 20, you will be unable to buy a mount from another race unless you somehow became exalted with that race (usually through a tabard).

You will need to go to your factions main city to purchase your first mount. If you are an orc, then you will need to go to Orgimmar to purchase your wolf.

Of course, this does not include mounts that are BoA, like the Winged Guardian, Celestial steed, etc. These mounts can be purchased in the Blizzard store and are sent through the ingame mail to each and every character you have made and will make, on any server.

This also does not include mounts that are class specific like the paladin, warlock and death knight mounts. Those are just learned from your trainer along with your first level of riding training.

So, to sum it all up, at level 20, the best mount, is one that you can use.
