A Quartz Block is made from 4 pieces of Nether Quartz.
Mine Nether Quartz, then on your character's own crafting slot, put a piece of Nether Quartz in each, to craft them into one Quartz Block.

The same way iron, gold, and diamond blocks are made. Just fill the whole crafting grid with quartz.
You find nether quartz ore randomly inside the nether, you can mine this and use four pieces to create a nether quartz block on both PC and console version.
