What is the cheat to stop gameplay in Grand Theft Auto San Andreas?

There is not a cheat to do so. However, there is a slow down gameplay cheat.

PS2 - Triangle, Up, Right, Down, Square, R2, R1. To put it back to normal press Triangle, Up, Right, Down, L2, L1, Square. (Second code can also be used to speed up gameplay.)

Xbox - Y, Up, Right, Down, X, Black, R. To put it back to normal press Y, Up, Right, Down, L, X. (Second code can also be used to speed up gameplay.)

PC - slowitdown. To put it back to normal type speeditup. (Second code can also be used to speed up gameplay.)
