A minecraft skin is turned on by default. That is what allows you to see the player. If you want to ADD A CUSTOM SKIN, than you upload the skin file to your profile settings in minecraft.net.

Not "Everyone elses" The dark skin is the default skin, nicknamed Steve :P You can easily change your skin.

Herobrine's skin is basically a Steve (default) skin except the eyes are white. If you search "Herobrine" on any skin database website you can easily find one.

If you bought Minecraft. If you don't know, they're called 'Skins'. Go to their site and hit the 'Skins' tab then search for a look you like, click it and press 'Change skin'. This will redirect you to related site and will ask you if you would like to change your skin to the one specified. This might take you to the Minecraft.net homepage first, so you may need to try again. Click 'Change' to change your skin. Just so you know, you must be online in Minecraft for your skin to appear. If you are playing in Offline Mode, you will be set with the default steve skin. So yes, you CAN change costumes in Minecraft.
