Almost zero. The only difference is that the version tag will display a different region, and you will not be able to play games of the other region. There is no software or hardware difference, only a minuscule change to what can be read and what can't be read.

No because the wii is region locked. the US wii is NTSC while the EU wii is PAL. so it will not work, but Australian wii games work on the EU wii as they are both PAL.
