The Ultima GTR can be upgraded to a R1 996 HP. Which I believe is the fastes car (horse power wise) in the game; however, if you upgrade the Bugatti, and/or the Lamborghini LP700-4, with twin turbo they are both 10.0's on all aspects of the car. I personally like the Bugatti with Twin Turbo's and maximum upgrades, of course that's an opinion.
