There are actually three "hit caps". One for special attacks, one for poisons, and one for white damage. The one for white damage is 722, poisons is 315, and specials is 99. You need to at least get the specials cap, then the poisons cap. After that hit drops dramatically in value, and you shouldn't try even obtain the white hit cap (it's practically impossible anyways with the gear available from the current raid content).
PvP hit cap (capping specials against other players) is 164.
