You must get this stone in emerald and transfer it with a Pokemon to diamond or pearl. You go to veilstone city and walk up to a meteorite and press A. you first Pokemon has to be holding the deoxes stone.
Prof cozmo in fallarbor town will take the meteorite he gives you a TM.
Bagon can be found in the smallest room of Meteor Cave (the cave with the meteorite and the scientist).
Same place where team Magma got the meteorite, but you have to go up the waterfall
In Pokemon Emerald - TM Return is extremely easy to get (If you've completed the main story). There are two TMs for Return. You can get one of them if you go to Pacifidlog Town by talking to the Pokemon Fan Club Master's brother - or you can retrieve the Meteorite (Key Item) from Mt. Chimney. After taking the Meteorite, travel to Fallarbor Town, and give it to the scientist. He will give you TM Return in exchange for the Meteorite. Hope this helps!
