Most of the game is linear. In between certain missions however, there are areas where you can take on side missions an area about the size of a mission area. It's sort of free-roaming lite as there are at max three side missions with the occasional scripted bandit attack and discoverable secrets/cash.

You can't kill the people, because they don't matter anymore. You just have to attack all the buildings until they are destroyed. Once they are, attack the middle of the city and you'll soon take it over.
If by tech, you mean researches, you get them at many buildings. General attack and defense upgrades at the blacksmith and university, unit upgrades at the buildings where you make them, including the castles. Then there are some upgrades at economic buildings like the mill, the lumber camp, the mining camp, and the town center, where you can also advance ages.
