What is vulcan minigun cheat on gta sa?

There is no cheat for it... but you can find it easy in a car park in Las Venturas

on the mission in which you break into the military base and steal the jetpack for Truth, inside of the base(underground) the vulcan mini gun is somewhere in there. i recommend using the unlimited ammo cheat and create a save file for it. after the mission, you cant get back into the base, and if you die, you lose it and cant get it back.
