To get on top of the Shine Gate on Super Mario Sunshine game begin by cleaning off the gate with F.L.U.D.D nozzle and then use the rocket nozzle to collect the Sprite. Now simply jump in to the pipe to get to the finale level of the game.
The green shine sprite opens up the door that says you need a special shine sprite.
You can purchase a Shine Sprite with 10 of them from the raccoon in the shop on Delfino Island on the white dock. (The shop that has the entrance to Ricco Harbor on its side.)

There is no set amount of Shine Sprites required to get to Corona Mountain. To get to Corona Mountain, you have to defeat Shadow Mario(Bowser Jr.) in each world. This is usually the 6th or 7th Shine Sprite on the list. At minimum, I would say that it takes 55.
There's no such thing as shine sprite groups in Super Mario 63.
To get the sunglasses, you have to clean off the shine gate and get the shine sprite that appears, which usually takes about 20 or 25 shine sprites. You can only wear the sunglasses in Delfino Plaza though. If you want to remove the sunglasses, simply talk to the merchant again, and he will remove them for you. P. S. If you acquire every single shine sprite, you can get a tropical shirt to go along with your sunglasses.
