To even get into the fortress, you need the Long Shot from the water temple. It's also helpful to have the Fariy Bow. If you get cought by the gards, they will through you in a jail. So, you look up at the wooden part of the window above you and use the Long Shot to get out. You can use the Long Sot to take out gards. But for a longer range you can use the Fary Bow I talked about earlyer, to take out the gards too.
To get the Hookshot you must go to Gerudo Fortress. You will find a secret room above a guarded room, you must shoot the bees from the window, and scare the Gerudo Girls out of the guarded room. Then you go in there and open the chest with the Hookshot.
All four carpenters are inside the Gerudo Fortress. The fourth is a bit hard to find but keep looking and you'll find him.

You have to run around it until you see one in a cell. You have to do this a few times. But don't let the Gerudo's see you.
Go to the Gerudo Fortress and complete the Training Grounds challenge. It is the one where you are in a mini-dungeon and you have to collect loads of keys. The big chest in the middle of the room with all the key doors holds the Ice arrows.
