I believe that each disc has it's own copy code which would've been included in the disc case. If you bought it new and did not get a code you should either return the disc or contact Fox. If you bought it used you need to talk to the seller. The previous owner may have "used up" the digital copy.
Reformatting a hard disc will wipe the contents from the hard disc. You will need to backup the contents of the hard disc onto an external disc before reformatting and then copy the contents back to return it to the newly reformatted disc.

I think you may need a DVD copy to copy the DVD to another DVD disc. You could not "download" a DVD to your computer, but you could rip it to other video or movie files then burn it to another DVD disc.
