You can edit at lvl. 1, but you need copper for it. And you can't edit the WHOLE character without paying real money for it. You have to be lvl. 10 to do they pay edit. IG you can edit hair, marks/piercings/horns and haircolor.
Like stated above, you can edit your character at level 1 (by choosing what you want and don't want on the character). But once you reach higher levels, it would suck for you to have to delete characters and customize them. That's why you're able to re-customize your character by changing the way they look (for ten dollars I think, I've added a link to WoW so you can check the prices yourself) or you can change the race or faction of your character for 25-30 USD.
