I would have at least 40 strength, When I completed dragon slayer I had 42 def, 40 attack, and 44 strength. I wore all rune, a scimmy, a chainbody, a platelegs, a dragon shield, and a ful helm. But, you can always complete it at 40 strenght, defense, and attack. I was really an easy quest if you are worried.

an abyssal whip is mainly for defence and attack, so you should use a dragon scimitar, dragon longsword or if you wanted to use a dharok's greataxe i would suggest you get the full set.
