Well you can do it when your level 60 but i perfer if u were over Level 65 with a rune hatchet to cut yew .
Level 80 Woodcutting is a good level to begin cutting Yew trees in RuneScape. You can begin ealier than this if you wish to make some easy gp.
first start off with normal trees until level 15. from there start cutting oaks until you reach level 30. Then from THERE start cutting Willows until level 45. Then start cutting maples until you are level 60 woodcutting.Then start cutting yews until level 99. If you are F2P this is the best way to get 99 woodcutting. for members keep cutting yews at level 60 until you reach level 68. AT level 68 start cutting ivy(ONLY IF YOU'RE A MEMBER) then train on ivy until level 99.

As long as you replant with enough trees that will grow to replace the ones you cut down, there is no problem with cutting down trees. In my area, logging used to be a big business. They started planting trees 50 years ago, with the expectation that we could now start cutting them down; and they've been replanting every year, since. It is a sustainable industry.

Yes. I think that lumberjacks and everybody else should stop. Since trees breathe out oxygen, and we breathe it, it pollutes the air, and makes every living thing suffer. Everybody knows that people should stop cutting down trees, and you should tell them.
