Go to Port Sarim. Port Sarim is located south of falador and west of Draynor Village. Go to the very bottom of Port Sarim and there is a ship. Talk to the squire to baord the ship. Get on that ship and it will take you to Pest Control Island. Talk to the guide and he will show you how it works. Then just get on the boat that best fits your level. There is a beginner boat, intermediate boat, and veteran boat. They show you the certain levels you have to be to get on each boat. Obviously the higher level boat you can get on the more reward points you get.
