Microsoft Paint works well
There is no program on Pokemon Beach (That I'm aware of) that allows you create custom pokemon. However you are free to "sprite" your own (draw your own) and share them on the Pokebeach Forums.

To delete a sprite during a program in Scratch, you can use the "hide" block to make the sprite invisible or the "delete this clone" block if you're working with clones. If you want to remove the sprite entirely from the stage, you can use the "stop all" block to end the program or simply stop the sprite's scripts. Additionally, you can right-click on the sprite in the sprite list and select "delete" to remove it from the project altogether.
You can use MS Paint with a Pokemon sprite sheet to mix Pokemon sprites. You can also mix and edit them to the point they look like "Fakemon" YouTube offers a lot of tutorials on how to make Fakemon, but it can be difficult.
You need to make your own on Paint.

In the game, you can't. But if you want to do it on the computer, I have no clue.
