Of course not. Blizzard will not ban you for doing a program that they create. Recruit a friend is a Blizzard program, so there is no way they can ban you.
No, you do not get gold when you use Blizzard's Recruit-A-Friend program. You do however get a neat little two-seater mount and extra XP when your friend is on. Like stated above you do not get any gold from Blizzard's RAF program but you can get gold from your RAF partner.

Nobody 'sponsored' it per say. Blizzard created the idea and announced it in 2001. It took roughly 4-5 years to develop and was released in 2004 (US) and 2005 (EU). The main game studio is called Blizzard Entertainment, they came up with the idea and put the money in to develop it, so you could say they 'sponsored' it.
