You should follow normal procedures and trust that Sony will not reopen there system until it is secure. There is no actual data that the Sony Intrusion has compromised anyone's identity or of what caused the network to be shut down

PlayStation Network is the main service that PlayStation uses for all of its online services, such as online multiplayer. You are connected to PlayStation Network whenever you sign-in, or play a game online. You can also access the PlayStation Store on PlayStation Network, as well.

Not if you don't want to risk being banned from the PlayStation Network. With the new PlayStation Network security software it may not be as easy to get away with just creating a new ID if your are banned
If you keep your PS3 up to date, it should be on your XMB under PlayStation Network. Select it and it will prompt you if you want to download it. Select "Yes" and it will download PlayStation Home.

BEFORE you enter a game go to the playstiation network tab next to friends. the middle tab should say playstation home
