It's a complex system on catching a Feebas. First off, Feebas can be obtained on Route 119 in 6 of about 400 different water tiles. It's impossible to tell where it is, and it's never the exact same location as a different game, so don't ask a friend where to find it. The 6 tiles are totally random, but there is a way to re-randomize it. Talk to the kid by the highest house in Dewford Town, and he'll talk about a "Trendy Saying." If you change the "Trendy Saying," the 6 tiles where you can find Feebas will be re-arranged. Another easier way is to fish about five times on every tile (make sure you are not using surf) but standing on the ground in stead hope this works for you
hey in sapphire/ruby getting a feebas is really hard!!we have to go to the place muavile city and we then have to cross the river,,,,and then go straight then up.go through the grass and next to the house there is a river cross it and battle the fisherman who says"u should surf on the back of my Pokemon its a luxurious moment. best way to identify him is that he himself has a feebas.go and use a super rod in that area and if ur lucky a feebas might come.. email me ur comments on king-of-Scorpio@hotmail.com
Sapphire and Ruby came out before firered and leafgreen but they are compatible with them.

There isn't a certain level for feebas to evolve. You have to make it's beauty go higher. Try feeding it dry poffins. I have a feebas and i did that. For bonus, to catch feebas go to mt. coronet and when u come to a foggy room, go in the water and try fishing at every single spot (you need to have a Pokemon know surf). It might take a while, but that's how I got my feebas. Hope I helped! :)

no extremely rare Pokemon live in lilycove city, but you can get hardish Pokemon from there, and there are some rare Pokemon that live on the route on the west of it. you can get staryu by fishing on the beach with a super rod, but its quite hard to come across one. there are some rare Pokemon in the safari zone. when you defeat the elite four, latias/OS (depending on the game) can be found on the grass on the route to the west of it. and that's about it! :)

There are loads of legendary Pokemon in Sapphire, but if you mean the main one, Kyrogue, then it is the Underwater Cavern.
