It can be any phrase, changing it just randomizes the tiles Feebas is on. Go to the Route just before Fortree City and surf around. Fish on every tile till you get a Feebas. A Super Rod helps (the man in the house behind the Space Centre on Mossdeep gives it to you.). Hope this helps! :D
