For the Gamecube version, it came out in 2006. For the Wii version, it came out on Nov. 19, 2011 ^^Wrong, Skyward Sword came out on Nov 20. Twilight Princess for the Wii came out slightly before the Game Cube version. So 2006 I think.

It doesn't say exactly, but they could celebrate New year's, the coronation of Princess Zelda, or the anniversary of the Hero of Time saving Hyrule or something.

The Legend of Zelda: Ocarina of Time is simply the greatest Zelda game ever created. The game involves a 7 year old fairy boy, Link, who starts out in his home town. He ends up getting to Hyrule and must seek out the Princess, Princess Zelda. An evil king, Ganonfdorf, kidnaps her, but she throws back a magical ocarina to Link. That ocarina can play songs that can change the world, and he must rescue Zelda.
