It really depends on you. Let me just say that the infiinte guns don't count. They are already super strong as it is. So, find out what weapons you like and tune them up all the way. This does include getting the exclusive. However, there are guns out there that don't have any exclusive. My best example is the Killer 7. It is a type of Magnum and a good one. It's a long time to get it (a.k.a. the island but it's worth it). This is probably the only gun that doesn't have an exclusive. Personally, I don't think it needs it. Once it's tuned up all the way, you got yourself a very powerful Magnum. So, like I said. It depends on your taste.

Well, it really depends on your taste. What you can do is find a weapon that you think is good and try it out. Really, my best suggestion is to toy with the available weapons that you have and find something that you like. That's just my suggestion.

the Best gun in the game is definitely the magnum hand cannon...the fully upgraded magnum. it does 3000 damage I think the hand cannon is unlimited ammo and the Chicago typewriter
