That's not true. I have both Fire Red and Leaf Green and I traded starter Pokemon to my Fire red at the very beginning of the Leaf Green game. I started with Squirtle on my Fire Red and started a new game on my Leaf Green so that I could have Charmander and Bulbasaur also. It worked.
As soon as you get the 5 pokeballs from Oak, catch another Pokemon then go up to the second floor of the pokecenter and you can trade then.
