Magikarp evolves at level 20. An easy way to do this is to give it the exp.share so it will get experience points without having to battle ( we all know they are pretty useless until they evolve). Or place the Pokemon in the front of your team and when you first enter a battle, quicky switch it out for a stronger Pokemon =D
