The bobbleheads in fallout 3 are split into 2 catagories, S.P.E.C.I.A.L. and your stats. The S.P.E.C.I.A.L. bobbleheads are: Strength, Perception, Endurance, Charisma, Intelligance, Agility and Luck. The Charisma Bobblehead is located in Vault 108, in the cloning lab.
You will find the Endurance Bobblehead in the Deathclaw Sanctuary near the entrance of the cave.
a character like Graham would need to have high guns, melee, and repair. and also be high in intelligence, charisma, strength, and endurance (possibly luck also since he survived all that has happened). since he is covered in bandages u can make him and ethnicity you like and wear his armor along with his gun, a light in shining darkness
The speech bobble head is often missed, (maybe I'm confusing it with the Charisma bobblehaed =l) because it's in Raven Rock. when leaving, there will be two pathways, the obvious one, is the one that about 3-4 Enclave G.I. (generic infantryman/ General /inlisted, and yes i know it's spelled "Enlisted") and then the path they came out of is a stairway also. across the hall from here is Cnl. Autumn's Private quarters, which harbors the speech bobblehead. (or charisma i say again) Strength is in megaton, go into Lucas Simm's house, upstairs in the bedroom, it's on the desk. unnarmed, i don't know, but hope that i helped.
