You need the Fire medal. Use your vacuum's fire ability to light his candlestick, then go to the butler's room (at the far left of the hallway) and wait for him to come in. When he comes in, he will start dancing around. That's when you vacuum him up.

Check every room with the lights turned on. The boo radar will flash if you enter a room with a boo in it. Check everything you can in the room until you find the boo.
