The mine in Falador is called the Dwarven Mine.
On the mountains, north of the dwarven mines. The "Oracle" is an NPC, a lady that walks around over there.
One of the known rune essence mines in RuneScape can be found when you talk to the wizard in the runes shop in east Varrock, below the bank. You can teleport to the same mine by talking to the wizard in the basement of the Wizard's Tower south of Draynor Village.
The "Satan Oracle" armor is from a youtube video. It is not part of the real runescape. The user used photoshop or something to edit fake armor onto his character.

in runescape, you can find coal in the dwarven mines, the alkharid mines, barbarian village, some places in the wilderness, and cockroach workers and drones drop 1-2 noted coal.

The "worm string" requested by the Oracle refers to silk.
Go to Dwarvin Mines and the hole is there.
By powermining, the best place for this is either the mini guild or Dwarven Mines.
