They can be found underground in burned tower in Ecruteak.
They will scatter and you will have to look around Grassy areas.
after they have scatterd you will be able to find them:
Raikou: ???*
Entai: in the grassy fields south from the 6 city (including the towns without gyms)
Suicune: is in the grassy fields west from the 9 city (including the towns without gyms)
*i have not yet figured out where raikou is but i will return with the answer soon.
Remember this only apply for the first time you meet the legendary dogs after that they change position each time you engage battle (doesn't matter if it is a trainer or a Pokemon you meet)
