If your question is, "Can you become a Vampire in Morrowind," then it's a yes. To become a vampire simply find someone that's infected with the disease (you can find them in caves and ancestral tombs) and have the vampire fight you. When you get the disease Porphyric Hemophilia (the Vampire's disease) just wait for three days and you'll become a vampire. When you are a vampire you can talk to vampire leaders and go on special quests that require you to be a vampire. However, if you're caught in the sunlight as a vampire your health will drain until you die and if you are seen by guards or you talk to them they will fight you because you're a vampire. However, there is a cure. To find the cure find the book "Vampires of Vvardenfell Volume II". In this book there is a lead to how to cure the disease.
There are Vampires in the DLC add on, "Dawnguard." look it up.

When you switch to a vampirelord, you can check what perks you have by pressing B, like you were trying to get to the menu. Normal vampires don't have levels or perks.
