EDIT: That's actually not true due to a pretty oldish/new dungeoneering update by Jagex.

Use a dungeoneering resource dungeon on the damonheim peninsula, you need 30 dungeoneering level and you can cut and burn maple trees. They are currently the only free to play maple trees available. You also get a 2,400 xp award for finding the dungeon.
