Go to the city where the SS Anne is (I believe its Vermillion?) and go to your right, past the Diglett Cave. You will find a grassy area here with lots of trainers. Search around in this area for the Drowzee. They are uncommon so you may have to search around for a bit. They are usually somewhere around levels 16-20. Good luck finding/catching one!
