You need to take random jobs from Vex or Devlin, and do five jobs each for Whiterun, Solitude, Windhelm and Markarth. When you've done five for one of them, Devlin will offer a special job for that city, to establish the thieves guild's influence there. Each special job completed will bring a merchant to come work in the thieves guild, and increase the amount of gold Tonilia has for trade. When you've done all four, you'll get the achievement for restoring the guild's former glory, and formally become the guildmaster.
